How to apply for a freedom pass for the first time
To be eligible for a freedom pass, your sole or principal residence must be in a London borough and you must:
- be aged 60 or over
or
- have an eligible disability

How to apply for your first freedom pass if you are aged 60 or over
If you live in Barking and Dagenham, Havering, Sutton or Wandsworth, you need to apply directly to the council. Contact them now for details.

If you live in one of the following boroughs you will
need to apply for your freedom pass at the Post Office.
Barnet, Bexley, Brent, Bromley, Camden, Croydon, Ealing, Enfield, Greenwich,
Hackney, Hammersmith & Fulham, Haringey, Harrow, Hillingdon, Hounslow, Islington,
Kensington & Chelsea, Kingston upon Thames, Lambeth, Lewisham, Merton,
Newham, Redbridge, Richmond upon Thames, Southwark, Tower Hamlets,
Waltham Forest, Westminster or the City of London.

Please make sure you take all the right documents with you including a completed freedom pass application form. Download an application form below or pick one up from the Post Office. If you do not bring the correct documents with you the Post Office will not be able to give you a pass.

What you need to bring
- A completed application form - available from the Post Office or available to download
- One recent passport sized photograph of yourself
- Proof of your name, age and address
What you need to bring as proof of your name and age (one item from the list below):
- Current freedom pass
- Letter of pension entitlement
- Current passport
- Medical card
- Birth certificate (unless your name has changed)
- Pink driving licence (paper or photocard)
What you need to bring as proof or your address (one item from the list below):
- Current council tax bill/letter/payment book
- Current council/housing association rent book/statement/letter
- Current television licence
- Residential utility bill (excluding mobile phone bills) dated in the last 3 months
- Residential bank/building society statement dated in the last 3 months
- HM Revenues and Customs letter dated in the last 3 months
- Department for Work and Pensions letter dated in the last 3 months
- Occupational pension letter dated in the last 3 months
- Residential credit card statement dated in the last 3 months.
If you do not bring your proof of name, age or address to the Post Office they will not be able to give you a freedom pass.
The freedom pass is the 'travel permit' for the purposes of the GLA 1999 Act and the Concessionary Bus Travel Act 2007.
The scheme is managed by London Councils on behalf of all the London boroughs.
