If you currently hold a Disabled Person’s Freedom Pass with an expiry date of 31 March 2026, please note the following:

Eligibility Confirmation: Your borough has started sending letters to pass holders who need to confirm their continued eligibility for the scheme. Please respond promptly to avoid any disruption to your service.

No Letter Received? If your pass expires on 31 March 2026 and you have not received a letter, please contact the borough that issued your last pass for assistance. This may occur if you have moved borough and have not informed them of your address change.

Address Changes: If you have changed address since applying for your pass, contact the borough that issued your pass directly to update your details and provide proof of your new address. A list of borough contact details is provided below.

Renewal Process: If you remain eligible, your renewed Freedom Pass will be posted to your home address by 28 February 2026.

Using Your New Pass: Once you receive your new pass, start using it immediately and destroy your current pass that expires on 31 March 2026.

Important Information

Disabled Person's passes are only valid for as long as the pass holder meets the eligibility criteria for the scheme. From time to time issuing boroughs may decide to review individuals’ eligibility for the scheme. If they find a pass holder is no longer eligible, or if they write to a pass holder to reassess eligibility and the pass holder does not respond, their pass can be cancelled.  

All Freedom Passes are issued subject to the following conditions:

  • The Freedom Pass is for your personal use only and must not be used by anyone else. Unauthorized use by individuals other than the designated holder may result in prosecution.
  • If the Freedom Pass holder no longer has their sole or principal residence in London the pass must be surrendered and returned to the following address: Freedom Pass, PO Box 6618, Arbroath, DD11 9AT
  • The Freedom Pass remains the property of London Councils.
  • The Freedom Pass is not valid if illegible, damaged or altered. Ticket checking staff may withdraw any pass which appears invalid or is being used incorrectly.
  • Freedom Pass data will be provided for the National Fraud Initiative and will be used for cross-system and cross-authority comparison for the prevention and detection of fraud.  

London Councils will be changing Freedom Pass contractors from 1 April 2026. To ensure you receive your new pass without delays, renewal passes will be issued earlier than usual.

We kindly ask that you avoid contacting the Freedom Pass call centre between March and April 2026, as this is historically a peak period and may result in delays to receiving your renewed pass.
